Creative Solutions
OSAAVA Services is a company that bids on government and commercial contracts, but we are also much more. We are also consultants who help struggling organizations solve internal problems with operations, efficiency, structure, staffing, processes & procedures, and profitability.
With OSAAVA Services, you don’t just get support – you get a partner with a lot of experience. Organizations can suffer from various issues, but the majority of the problems as systemic – the lack of change, stagnant processes, not keeping up with technology, and the inability to step outside the flow of day to day problems to solve the larger ones. We have been there, and we survived – from organizations of 1,000 to organizations of thousands – we have never failed to fix the problems and issues assigned.
Government organizations, it is a lot harder to get what you want via the federal acquisition process. We understand the bidding and award processes since we are also a government contractor. What makes OSAAVA Services different – is an approach our founder developed in establishing Task Force 236, in Kabul Afghanistan;

Following the above, we reduced the staff numbers significantly while increasing pay to get better qualified personnel. In the end, we exceed the schedules, exceeded all requirements, and came in way under budget. If we can’t do the work for the price target of the government – we will not bid the project. So, if we do bid – we know we will be successful.
If you are from the government, and your contracts are all LPTA – you will not hear from us, we will not do that low of quality of work. Most best value bids are also actually LPTA, and will not bid on many of those either. We only bid on serious work with serious customers. And, with OSAAVA Services the only company in the U.S. with Strategic Cybersecurity experience at the National Level, Corporate Level, Commercial Industry Level – we intend to attract serious customers. OSAAVA is a Finnish word meaning “Competent, Adept, and Skillful” – which is who and what we are.

Business Growth
Evaluating what you do today and identifying where the next phases of growth are the most likely to occur. Helping you build the plan for the way forward, and then standing beside you as we help you execute that growth strategy, course correcting as markets or environments change.
Capture
Customer meetings, visits, and demonstrations to show what your business can do to help them. Identify the customer’s other support teams and suppliers and developing mutual relationships with them for better customer insight, and work to present a “Supporting Team” approach.
Business Development
Interfaces with customers, builds and manages pipelines for bidding on contracts, reviews pipelines for the key opportunities that align with prior business, performs pipeline maintenance, builds teams across companies, works to create long term value for the organization by helping set a path to success. For one organization we established the $2 Billion-dollar U.S. Air Force pipeline from scratch in less than 30 days, with all reviews of the opportunities that the organization requested. We also built a team that consisted of 16 companies (4 of which are in the top 100 ) to peruse a $1.8Bil bid, and followed that up with writing the proposal.
Business Operations
Related to Organization Optimization and Effective Minimal Staff Operations below. We have seen program after program operate at their minimally best. We evaluate, build the way forward, and then execute that plan to improve performance, customer relations, employee satisfaction, and over all efficiency. We have been very successful in this area – fixing broken, or problematic, programs - taking a program from a loss, to being very profitable.
IT Operations & Design
We provide design and operations support across the board, from service desks, to network infrastructure, server support, software design and maintenance, application development, data center design and implementation, virtual system operations and maintenance, IT security (Scanning & patching), as well as active, passive, and inherent cyber security.
Organization Optimization
Related to Business Operations and Effective Minimal Staff Operations, but can also be executed against successful programs. We look at the performed activities, identify overlap, activities that add no value, inefficient or ineffective activities, and address what the program or office is actually tasked to do. For example, we took a failing program from over 200 personnel to 85 personnel, restructured activities, and defined detailed tasks for all areas. The customer was amazed at the cost reduction and new effectiveness of the smaller team.
Effective Minimal Staff Operations
Related to Business Operations and Organization Optimization, In a similar program where the contract received a CURE notice, we cleaned up the program, went from 120 personnel to 82, went from losing $156K a month to a profit of $250k a month, and won the recompete that was initiated from the CURE notice. These processes are based upon our Owner’s concept he established for Task Force 236 in Afghanistan. He did the same thing in Afghanistan to great success, and has participated in several successful bids where this concept has been applied to Government contracts. This is a very successful strategy for Firm Fixed priced contract, and very effective when applied to your government bids – it lowers the cost of the bid to make you more competitive. You build a higher quality team, build your processes around this new team, you will need less personnel, and in the end - save resources.
Cyber
Our Owner has a Master’s Degree in Cyber Warfare from the Air Force Institute of Technology. He authored a National Level approach to Cyber Offense and Defensive Strategies, that a Joint Intelligence School requested permission to teach in their classrooms. He is also known for catching live intrusions/attacks underway in real time. We, in advising in Cyber Defense, can help you determine if your company’s (or Government entity’s) IT security is effective. Identify the shortfalls, and either fix the problems, or show you how to fix them. We can also help you establish processes to keep your security to the level needed. We support active, passive, and inherent cyber security.
Defensive Cyber, Execution and Strategy
We perform a detailed analysis of your organization, examining everything that you do, leadership, personnel, system essentials, finances, personnel management, shipping and receiving, product development, suppliers, economics, research laboratories, and communication systems. From this assessment we will identify your organization’s ”Lynch Pins”. These Lynch Pins are the targets an adversary would attack that require the least effort for the highest gain against your organization. Not necessarily to steal information, but to severely damage your organization, stop your organization from operating for extended periods of time, or crippling your organization for extended periods of time. Most organizations are so surprised at the findings, execution for their defenses start immediately (the same day). This approach is documented in the paper on National Level approach to Cyber Offense and Defensive Strategies written by our Owner that is also part of what was requested to be taught at the Joint Intelligence school as discussed under Cyber above.
For government entities, it is much deeper. Our analysis maps the Elements of National Power (Determined by the Department of State) against a very successful targeting strategy that we expanded to make it even more valuable. This analysis can be applied to any government organization, at any level – to include the government in its entirety.
Highly Adaptive Cybersecurity Services (HACS)
The Highly Adaptive Cybersecurity Services (HACS) Special Item Number (SIN) is available through the Information Technology Category (ITC) under the Multiple Award Schedule (MAS). HACS provides agencies quicker access to key support services from technically evaluated vendors that will: Expand your agencies’ capacity to test their high-priority IT systems; Rapidly address potential vulnerabilities; and Stop adversaries before they impact your networks. What OSAAVA Services does is guide you through the HACS process, assists with HACS oral preparation, and assists with HACS orals during the interview. GSA permits consultants for the interview process - and we are the only company in this market at this time.
